City Utilities’ Engineering Development Services Department (DVS) is your “one stop” for information related to site selection, availability and location of utility systems, design, submittal and construction requirements, permitting and inspections. Development Contracts
Effective April 1, 2024, City Utilities’ Engineering Development Services has new developer contracts for water, stormwater, and sanitary sewer programs. Sample contracts and exhibits are available below for your reference. Please note that the sample contracts provide language for all possible scenarios which may or may not be applicable. These will be determined after working with our staff members. Please also note that exhibit references may change as scenarios are or are not required. Small Water Service Taps: 2-inch and Smaller
Effective May 1, 2024, City Utilities no longer offers the services to install water taps for water service lines that are 2-inch and smaller in diameter. City Utilities has developed a requirements document that outlines the process for contractors/owners to have small water taps and service lines installed – Small Water Service Taps: 2-inch and Smaller. Payment in Person or Online for Tap Permit, Inspection and Testing Fees, Project Fees
Payments online through the Accela Citizens Access portal or may be made in person in Engineering Development Services between 7:30 AM to 4:30 PM, Monday through Friday (not including weekends and holidays). Check, credit card or debit cards are accepted. Non-refundable service fees apply.
Payment by Phone for Tap Permit, Inspection and Testing Fees, Project Fees
To pay by phone using an electronic check or credit or debit card, please call Engineering Development Services at 260-427-1161 between 7:30 AM to 4:30 PM, Monday through Friday (not including weekends and holidays). Non-refundable service fees apply.
